Open Carry - a lament

So, I just got back from my annual Texas vacation. They (we) have limited open carry, now, effective Jan 2016, iirc. Awesome.

What struck me funny was the overall attitude towards guns in Austin. A number of retail establishments had posted “no open carry allowed,” signs, which is their right. I just found it odd, because in one particular case, I had seen coyotes running around less than a mile from said establishment (it was an HEB). There are also bobcats, rattlesnakes, and possibly even ocelots and black bears. Plenty of reasons to walk around armed that have nothing to do with crime or politics.

Long gone are the days when every Billy, Bobby, and Jed had a 30.06 in the rear window of their pickups and a Derringer in their boot. When I was growing up in north Austin, there was never a question like “why do you need a gun?” We would meet up in the K-Mart parking lot (now part of the Lakeline Mall complex), load our guns into the Jimmy or Suburban, and head out to Georgetown or Lampasas or Leander or Burnet to go hunting. Nobody ever called the cops, that was just part of the culture. Spent a day in San Antonio, this trip, spotted several too-large-to-conceal prints, and was sad at the state of gun ownership in just another state that used to be its own proud nation.

Last week, we spent a couple of days caring for my step-brother’s pets, and became rather worried at one point when the cat hadn’t returned home after many hours. That was the day after we had all witnessed a coyote romping through the back yard. Last year, a large black and gold snake had slithered its way into my mom’s garage. Scared the shit out of my wife and eldest daughter. Based on the description, I assumed a rattler. I asked my mom for a gun, and she said they had got rid of them all. A neighbor came over with a couple of pistols, and he and I corralled what we eventually saw was the mama king, released her in the woods. This year, there was a rifle at the ready, though. Loaded, sitting right out in the open, buttstock on the floor, near one of the entry doors. My kids never asked about it, never touched it. That’s real gun control.

But, after 9 days of roaming Austin and other parts of Texas, I didn’t see a single person engaging in their newly restored right to open carry. That is the saddest part of the whole mess.

I am as big of a proponent of the Second Amendment as anyone you will ever find, I believe that everyone not precluded by felony conviction or mental illness, should be carrying a firearm at all times. Conversely, I have had way too many open-carry wingnuts try to ‘educate’ me about the merits of their personal belief. When I lived in Texas, everyone had a rifle visible in their truck and when they were out in rural areas, most people I knew then carried (concealed).

I don’t know the laws from when I was younger. My perspective is that, in my lifetime, we’ve gone from “where’s your gun,” to “you need a license to hide your gun if you want to keep it with you.” The New Open Carry seems to me very similar in some respects to tolerance of LGBT, these days. “He’s got a gun, but that’s OK, it’s his right to do so.” Shit, the police have to make a PSA saying it’s OK, when 30 years ago nobody would have batted an eye.

If the law was reciprocal everywhere AND everyone in the city / county / state / country understood that open-carry was okay, I would totally be okay with it. As it stands now my (cop thinking like a shithead) perspective is a little different. If I were contemplating robbing a bank and the state didn’t allow concealed carry, I would scan it and find the pudgy, balding guy with a nice shiny gun in his Uncle Mikes holster. I would take his gun away from him, rob the bank and possibly shoot him in the process. If it were a concealed carry state, I wouldn’t have any idea who was carrying so my approach would be a bit more cautious.

Gay marriage has been legal for over a year now nationwide, and I’ve yet to stumble upon someone getting gay-married in public. Why would anyone give a shit if other people aren’t flaunting their right to X in front of you?

Just to compare, open carry has been legal in Idaho for quite some time. When I moved here in 2001, it was legal, but I don’t remember seeing anyone carrying outside of hunting or working on a farm/ranch.

Now concealed carry is legal throughout the state, no permit required. Until this June, concealed carry without out a permit was only legal outside city limits.

I have not noticed many people carrying openly where I live now, but it’s not especially rare, speaking primarily of handguns. Of course, you still see shotguns and or rifles hanging in the back of truck windows.

I’d rather carry concealed in most cases anyway, unless hiking/hunting/fishing, although even then I tend to carry concealed because it’s often easier when wearing a jacket.

I’m gonna have to look this up, now. My probably flawed memory was that open carry wasn’t illegal; but, you had to be some sort of special super-cop to get a concealed carry permit. Somehow, over the years, that morphed into you can only carry a gun if you had a concealed carry permit. I don’t remember gun ownership or carry issues being a thing in my childhood, or really until the last dozen or so years.

That’s basically what happened in AZ. It was a tad more convoluted, but it was left up to the officers discretion. Why deal with the hassle when you can pay anywhere from $40-$100, take a class and carry EVERYWHERE. Yes, even in those stores which have “No weapons” signs. The down side is everyone calls it flaunting now, when someone exercises their right to open carry.
