Had the scabbard on. The storeowner should have done the world a favor and hacked this dude to death. At this point, why even use a sword? A baseball bat or axe handle would do more damage.
I would have cut of his arm with the “swallows tail” followed by a leg amputation with the “fire and stones cut”, ending it with a decapitation using the “cherry blossom” stroke.
Probably to intimidate – or because it was handy. I also bet it was an aluminum-zinc alloy practice blade – which can be very expensive, and don’t carry an edge. He wouldn’t want to bang up his blade on the bad guy if he didn’t need to do so…

Bad thing is, if the store owner did hack the guy up, he’d go to jail for murder or manslaughter. He did the “right” thing, as far as the law goes, allowing the suspect to continue on his robbery spree.
Not if he hacked him up good enough. Then he could just say “oh, I spilled a slushy, and tried to clean it up with some shredded clothes.”

“Social eugenics” vs the need not to foul up a blade with junkie blood. I DO actually see his dilemma. I guess when swords were invented, they didn’t have IV narcotics and resultant problems to worry about.
