While Seoe is not a hip technique (Koshi Waza), the classification of judo throws does not have a “shoulder throws” category.
Seoe Nage is “upper back throw”, that is the translation of the name, but it actually belongs to “Te Waza” - hand techniques.
Te waza - hand techs
Koshi waza - hip techs
Ashi waza - foot techs
Sutemi waza - sacrifice techs.
