Masahiko Kimura and Lucha Libre?

When Masahiko Kimura created the International Pro Wrestling Force, they were the first organization in Japan to have Lucha Libre style Pro Wrestlers. Did Kimura have a like of Lucha Libre over the strong style of wrestling?

pro wrestling promoter Earl Karasic got him into pro wrestling (Hawaii 1950 or '51) he used the earnings to buy medicine for his wife who was suffering from lung desease. he also did pro wrestling in Brazil to gather money for the Sao Paulo Shinbun (japanese newspaper in brazil), and in 1954 he fought Rikidozan (I’m guessing they pay him well for that one), so normally he did it for money (also I didn’t know and haven’t heard anything about him creating the International Pro Wrestling Force)

I know that he and Rikidozan had a match, but I heard they he shocased Luhca Libre wrestlers, possibly out of interest of their acrobatics? The International Pro Wrestling Force was apparently just a small affiliate of The Japan Wrestling Association.
